"Chopsy" is a Welsh term, informally referring to someone who is inclined to be mouthy, loud, or argumentative, often in a rude or disrespectful way. It's like saying someone is "full of themselves" or "talkative". Others would say it's the sign of a positive individual who is confident in their opinions.

As in "they ain't arff got a gob on 'em the chopsy get".
